What's different about South Carolina income tax

Two rates from 2026

H. 4216, signed March 30, 2026, taxes income below $30,000 at 1.99% and income above at 5.21%. The Department of Revenue expresses the upper rate as 5.21% of all income minus $966. For 2025 the rates were 0% on the first $3,560, 3% to $17,830, and 6% above. The top rate can drop further in later years if the Board of Economic Advisors projects revenue growth of 5% or more, limited to $200 million of revenue a year.

A state deduction that phases out

From 2026 South Carolina starts from federal adjusted gross income instead of federal taxable income, and subtracts its own South Carolina Income Adjusted Deduction: $15,000 single, $22,500 head of household, $30,000 joint. It shrinks in proportion as AGI rises above $40,000 single ($60,000 head of household, $80,000 joint) and is gone at $95,000 ($142,500, $190,000). At $80,000 a single filer's deduction is about $4,090. Federal itemized deductions no longer carry over.

What the change is worth

For a single filer, the lower rates outweigh the smaller deduction at each of these incomes: $498 in 2026 against $858 in 2025 at $40,000; $1,663 in 2026 against $2,058 in 2025 at $60,000; $2,989 in 2026 against $3,258 in 2025 at $80,000; $6,849 in 2026 against $7,458 in 2025 at $150,000. The saving is proportionally largest for lower earners, who keep the whole deduction and pay mostly at 1.99%.

Retirement income

South Carolina doesn't tax Social Security or railroad retirement. Other retirement income, including military retirement, has its own deductions on the return.

A smaller earned income credit

H. 4216 caps the state earned income tax credit at $200 from 2026. For married couples who both work, the two wage earner credit on 2025 returns is 0.7% of the lower-earning spouse's South Carolina earned income, up to $50,000 of it.

South Carolina tax credits (2026 returns)

Credits come off the tax itself, after the brackets. The calculator applies only the ones marked; the rest depend on your family and income, so subtract any you qualify for from the estimate.

Brackets shown are marginal: each rate applies only to the portion of taxable income within that bracket, not your total income. Taxable income equals gross wages minus pre-tax deductions and the standard deduction.
